Description

AS&M has an exciting opportunity for a Facility Safety Head to join the AS&M Center Maintenance, Operations, and Engineering (CMOE) Team in Hampton, Virginia! The CMOE contract includes a broad scope of research and institutional facility-related maintenance, operations, and engineering support services.

Responsibilities

The Facility Safety Head (FSH) is responsible for ensuring that the TDT wind tunnel and its facility equipment and systems are operated safely by trained and certified personnel using approved procedures and methods. The FSH will complete a training and certification program consisting of four phases – each phase will consist of reading/learning written materials pertaining to LaRC rules, guidelines, and procedures, review and understand TDT facility systems and processes, become familiar with support resources from across the Center, and demonstrate practical knowledge of knowledge learned. The FSH will complete board reviews with a review panel that will evaluate the candidate for readiness to take on the role of FSH.

High-speed wind tunnel operations responsibilities include, but are not limited to:

  • Review and approve proposed modifications to facility and tunnel systems.

  • Review and approve proposed modifications to facility drawings, test procedures, and maintenance instructions.

  • Ensure facility drawings, test procedures, and maintenance instructions are maintained under configuration control.

  • Participate in the test life cycle from test inception, test planning and reviews, model installation into the test section, testing, and model removal from the test section.

  • Review and approve test model stress reports for adherence to LaRC model construction and factors of safety guidelines.

  • Conduct the test readiness reviews for wind tunnel tests.

  • Represent TDT as the authoritative source for planning, organizing, directing, and implementing system safety requirements.

  • Evaluate, coordinate, monitor, and accomplish engineering systems safety analyses to support facility operations, maintenance, repair, and upgrade/enhancement.

  • Provide control of safety interlock systems.

  • Identify and resolve safety issues. Ensure mitigations and controls are identified and implemented.

  • Promptly and clearly inform management of cases where abnormally high risks are identified.

  • Ensure personnel are properly trained and certified through accepted training programs. Maintain the personnel training records in the Facility Resume.

  • Maintain the information and records contained in the Facility Resume.

  • Review the work proposals for maintenance activities or new construction by CMOE and outside contractors.

  • Ensure the work plans properly identify the hazards and include the proper mitigations and controls.

  • Monitor and ensure the proper use of safety permits when necessary.

  • Conduct monthly facility safety inspections to ensure facility office spaces and work areas are free of hazards and are maintained in habitable conditions in accordance with LaRC regulations.

  • Conduct monthly safety meetings.

  • Support Center level safety initiatives.

  • Potentially serve as the alternate FSH for one or more other test facilities at LaRC.

The test facility often requires use of specific systems, media, and test techniques to produce one-off approaches to solve complex problems associated with model integration, measurement application, and operational configurations. Safety must be integrated into all operations, which may utilize these and other systems:

  • Tunnel and Plenum — includes the physical outer shell, nacelle, test section, gate and butterfly valves, debris screens, bypass valves, model access door, airlock, and hatches.

  • Tunnel Main Drive – includes the 30,000-horsepower motor, fan hub and fan blades, dynamic brake, rotor bearing lubrication and seal systems, synchronous condenser, and high voltage AC and DC power.

  • Facility Service Air System – includes high-pressure air feed, backup air compressor feed, pneumatic control valves, actuators, and seals.

  • Cooling Water System – includes water sumps, cooling tower, supply pumps, coolant piping to equipment, and heat exchangers.

  • Heavy Gas Reclamation System – includes vacuum blowers and piping to reduce tunnel pressure to test pressures ranging from atmosphere to near total vacuum, R134a liquid storage tank and a vaporizer to fill the tunnel volume with R134a gas, and a Clark compressor, collection pots, and cryogenically-cooled cold boxes to recover the R134a gas to its liquid form.

  • Other Testing Systems – includes camera and lighting systems, laser systems, and air oscillating system.

Qualifications

  • Proof of U.S. Citizenship or US Permanent Residency may be a requirement for this position.

  • Must be able to complete a U.S. government background investigation.

Requisition Qualifications

Here’s what you’ll need:

  • US Citizenship required.

  • Must be able to obtain and maintain a security clearance.

  • BS degree from an accredited engineering school and five (5) to eight (8) years of related engineering experience, or a MS degree and four (4) to six (6) years of related engineering experience, or a Ph.D. degree and two (2) to four (4) years of related experience.

  • Strong background in facility system safety and in mechanical and electrical system analysis required.

  • Familiarity with aeronautics, NASA operations, Programmable Logic Controllers (PLCs), Root Cause Analysis, personnel training and configuration management desired.

  • A candidate that lacks the BS degree, but has extensive direct, demonstrated experience may be considered.

Work Environment

Test environment – May be exposed to areas of high noise levels, local/isolated hazards, hazardous materials and chemicals, and active, dormant and in-process of build-up industrial facilities (50%). Office environment – (40%) Travel between various facilities and during test operations required and may bring exposure to loud noise and potentially hazardous equipment operations (10%)

Physical Requirements

Visual and physical (hands on) contact of test related systems, hardware and articles. Must be able to walk, stand, bend, twist and sit for extended periods as well as climb, crawl, and lift up to 35 lbs). Ability to distinguish basic colors. Corrected vision and hearing at all times. Must be able to use the following (with appropriate training/certifications and personal protective equipment provided) Platform or A-frame ladders up to 12 Ft. Extension ladders up to 24 Ft. Personal or one man aerial lifts up to 30 Ft. Articulating or boom aerial lifts up to 35 Ft.

Equipment and Machines

Standard office equipment (PC, MS Office Suite or equivalent, telephone, fax, etc). Safety and personal protective equipment. Drive a car (defensive driving training provided).

Attendance

Regular attendance mandatory (100%)Overtime/work outside normal schedule required (<20%)

Other Essential Functions

U.S. Citizenship required. A valid driver’s license is required. Must be able to work in a team atmosphere. Must put forward a professional behavior that enhances productivity and promotes teamwork and cooperation. Grooming and dress must be appropriate for the position and must not impose a safety/risk hazard to the employee or others. Must be able to balance scope, schedule and budget to ensure project success. The work environment requires the ability to cooperate and work with individuals at all levels of the company and the client. Must be able to obtain and maintain a security clearance as required.

CMOE employees will exercise diligence when developing a Safe Plan of Action (SPA) for each task performed. (The SPA is a Company provided tool to be used for the prevention of incidents, accidents and injuries.)
